In a presidential decree issued shortly after his inauguration, President Biden sought to eliminate the confusion and distrust of visa procedures caused by the previous administration. In his Executive Order issued shortly after taking office, President Biden declared that he was committed to eliminating the confusion and distrust of the visa process caused by the previous administration and to restoring predictability and confidence in the U.S. visa process, and he directed federal agencies to implement measures to that end. Conversely, the visa process and government agencies under the first Trump administration caused so much confusion for users that the next president had to order a major course correction when he first took office. Some companies are already considering measures to prepare for a change in administration, but it is difficult to predict at this time what specific measures will be taken in the event of a change in administration. Specific measures regarding work visa applications and employment-based green cards for companies are not yet known. However, by reviewing the policies and measures of the first Trump administration, there are directions that can be seen and administration actions that can be anticipated.

In this issue, we will discuss immigration policies that could have a significant impact on foreign nationals and their families working in the U.S., including employees posted to the U.S. from Japan and other foreign countries. The seminar will feature speakers from Fragomen Law Offices, the world's largest law firm specializing in immigration law, which has a dedicated government relations team in its Washington, D.C. office and actively lobbies Congress and the White House.

Currently, he is the only Japanese partner and head of the Japanese Corporate Group at the NY office of Fragomen ・ Del Rey ・ Bernsen ＆ Lowy Law Offices, the largest immigration law firm in the world. Provides strategic and comprehensive legal advice to more than 120 Japanese companies throughout the United States. Mr. Rowley's experience includes: applying for work visas for employees to be transferred to the U.S.; immigration issues and considerations for expanding into the U.S.; immigration matters for business travelers; immigration advice for acquisitions, mergers, spin-offs and sales; handling government audits of companies; negotiations with the U.S. Embassy ・ in Japan and consulates in Japan; and advising on employment matters for foreign national employees hired locally and corporate policy. Advise on immigration matters from a corporate perspective, including advice on points to consider when hiring foreign nationals and establishing corporate visa policies.

He is one of the few Japanese attorneys in New York and the United States. He regularly conducts seminars for corporate HR professionals throughout the U.S. and in Japan to promote knowledge and understanding of U.S. immigration law and visa issues.

After graduating from Sophia University, he attended law school in Japan and passed the bar exam. After completing his legal training, he worked as an attorney in Japan for an insurance company and a law firm in Tokyo, Japan.After completing his LLM at Northwestern in 2014, he was admitted to the New York State and California bars.
