phase 2 が始まりましたがこの間美容室に行ったら明らかに前と同じだけの人数が働いてる店がありましたよ。飲食店などみんな大変な思いをしながらルールを守っているのに。どうして守らないんでしょうか？

きついと思います。シングルでNJに住むとして、年収４万ドルの場合、毎月の手取りはたぶん２７００ドルぐらいになるのではないでしょうか？
会社のBenefitがどれぐらいあるかにもよりますが、ここから家賃と健康保険料、交通費、食費などをひくとかつかつかなー。
NYCに住むとなると、レントも高いし、ほんときついと思います。
せめて、６万ドルぐらいのところを狙ってみてはいかがでしょう？
ちなみに私の年収は８万ドルぐらいですが、NYCに住んでいて結構きついです。

多分、日本の普通の400万くらいの生活をするにはcityには住めないんじゃないでしょうか。2時間くらいバスに乗って行けばあるかもしれませんが。学生と一緒に、3,4人のルームメイトがいるような所ならいけると思いますが、1000ドルくらいのところでも、東京の10万では考えられないくらいボロいところしかないのかなぁと思います

NYで一人暮らしはあり得ません。NJでもかなり狭い不便なところでしょうね。NYで一人暮らしなら、良いベネフィットがあり、ある程度倹約して7万ドルは必要かと思います。
